We are running into very similar issues. Some Windows 7 machines to be able to send multicast packets, while others cannot.

Saturday, February 3, AM. What has not been mentioned in this post is anything about IGMP snooping in the network switches, which may affect multi cast traffic between nodes. We experienced this when new IOS was implemented and IGMP snooping was turned on in the layer 2 switches, which tries to optimize the multicast traffic. Don't know if that helps, but it does explain behavior where things work for a while and then things stop functioning.
